BalancedScorecardMethodologyTheBSCutilizesDepartment-widemeasuresplusindividuallytailoredlocalmeasurestoachievetheProcurementExecutive’sstrategicgoalsResultsofBSCmeasurementsprovidedecisionmakerswithcriticalinformationon:(1)theefficiencywithwhichresourcesaretransformedintogoodsandservices;and(2)theeffectivenessoforganizationalactivitiesandoperationsintermsoftheirspecificcontributionstostrategicobjectivesTheBSCisakeypartoftheProcurementExecutive’sperformanceplan,andisacriticalelementinME-60’sSESperformanceassessmentsInFY2003,ME-60continuestoassignaccountabilitytoindividualstaffbyflowingdowntheBSCtoindividualsandteams.3
